Today, Reps. Debbie Wasserman Schultz (FL-23), Donna Shalala (FL-27), and Debbie Mucarsel-Powell (FL-26) called for the closure of the Homestead Temporary Shelter and for the transition of the children being held there to smaller facilities managed by non-profit organizations better equipped to care for them and transition to family or sponsors more quickly. The Congresswomen’s call for a shutdown of the Homestead Temporary Shelter follows the recent release of court documents that detail descriptions of psychologically isolating, “prison-like” conditions the children endure at Homestead. As reported by the Miami Herald, the lengthy court document provides more disturbing details about the mental and physical damage being inflicted by the prolonged detention of these children, including the strict rules they must follow, such as no water or bathroom breaks without permission and only two 10-minute calls a week to communicate with family members. After previous oversight visits to the facility, all three Members raised concerns about the harsh conditions, inadequate resources and lengthy stays the children experience at the shelter. However, after federal officials announced the facility would significantly increase its capacity – from 2,350 to 3,200 beds, the Congresswomen were denied access to spot-check the facility. Last month, they requested that the U.S. Department of Health and Human Services Inspector General investigate various issues related to the facility’s conditions, oversight access, and contracting concerns. Details from the latest court documents add to the mounting problems plaguing the facility and the children it houses. “It’s time to shutter the so-called ‘temporary emergency’ Homestead detention center. The ever expanding numbers and lengths of stay there are neither temporary nor emergent. The Trump administration must finally provide these young people with humane living conditions that treat them with dignity, ensure basic human rights, and provide comprehensive support and services. The latest court documents detail heartbreaking conditions that hundreds of children endure there every day. This must come to a quick and sensible end, one that prioritizes the welfare of these young people. Coupled with the denial of basic oversight, prolonged stays, and contract and conflict concerns tied to the for-profit operators, it is time for swift action to connect these young people with eligible sponsors, or move them into non-restrictive, licensed community-based residential facilities,” said Rep. Wasserman Schultz. “When I first toured the Homestead shelter in February, I was deeply disturbed by what I saw: hundreds and hundreds of children crammed into a prison-like facilities with inadequate resources. When my colleagues and I tried to follow-up with a visit in April, we were denied access to the shelter, and therefore prevented from exercising our constitutional obligation to conduct oversight. After reviewing the court document, I think it’s time to take steps toward closing the Homestead facility and transferring these unaccompanied children to smaller shelters operated and overseen by experienced non-profit groups that have welcomed immigrants for years. The officials overseeing the shelter have clearly demonstrated that they do not have the skill or the understanding to properly care for these children and move them more quickly to family members or sponsors,” said Rep. Shalala. “The Homestead child detention facility has come to symbolize everything that is wrong with the Trump Administration. Reports of dangerous and scarring conditions are becoming too common. As of June 1, the 2019 hurricane season has begun, and neither the Administration nor the company operating the facility has a hurricane evacuation plan in place. When I first visited the facility, I was shocked and heartbroken at the prison-like conditions children are being detained in. Sadly, those conditions have only worsened as they continue to cram more children into already-limited spaces. It’s time the Administration begin taking the necessary steps to relocate the children who are fleeing violence and poverty to safe environments where they can prosper and begin living the American Dream – not the nightmare manufactured by a corrupt, greedy, and heartless Administration. The Homestead child facility must be shut down, so we can restore our country’s values of being a refuge for immigrants,” said Rep. Mucarsel-Powell. El llamado de las Congresistas al cierre controlado del Refugio Temporal de Homestead (Homestead Temporary Shelter) se produce tras la reciente publicación de documentos judiciales que describen en detalles las condiciones de aislamento psicologico, similares a las de una carcel convencional, a las que son sometidos los niños en Homestead. De acuerdo a información del Miami Herald, el extenso documento de la corte proporciona detalles muy inquietantes sobre el daño mental y físico causado por la detención prolongada de estos niños, que además son sometidos a muy estrictas reglas, como no tomar descansos para ir al baño, el no poder ir al baño sin permiso y el acceso único a dos llamadas de 10 minutos a la semana para comunicarse con sus familiares. Después de anteriores visitas de supervisión a estas instalaciones, las tres Representantes expresaron su preocupación por las terribles condiciones, los recursos inapropiados y las estadías prolongadas a las que están expuestos los niños que allí se encuentran. Sin embargo, después de que funcionarios federales anunciaran un significativo aumento en la capacidad de albergue de las instalaciones, de 2,350 a 3,200 camas, a las Congresistas se les negó el acceso para inspeccionar el lugar. El mes pasado, las Representantes solicitaron que el Inspector General del Departamento de Salud y Servicios Humanos de los Estados Unidos investigue varios problemas relacionadas con las condiciones de la instalación, el acceso de supervisión y requisitos de contratación. Los detalles de los últimos documentos judiciales se suman a los múltiples problemas que plagan estas instalaciones y que tanto afectan a los niños que alberga. Es hora de cerrar el mal llamado centro de ‘detención temporal de emergencia’ Homestead. La cantidad y duración de las estancia en constante crecimiento no son temporales ni emergentes. La administración Trump debe finalmente proporcionar a estos jóvenes condiciones de vida dignas, deben garantizarles los derechos humanos básicos y brindarles apoyo y servicios integrales. Los últimos documentos judiciales detallan las desgarradoras condiciones que cientos de niños soportan allí todos los días. Esto debe tener ya un final rápido y sensato, uno que priorice el bienestar de estos jóvenes. Junto a la negación de la supervisión básica, están las estancias prolongadas, las irregularidades de contrato y los conflictos vinculados a los operadores con fines de lucro. Es hora de que las acciones rápidas conecten a estos jóvenes con patrocinadores elegibles, o de que los trasladen a comunidades no restrictivas con licencia y de carácter residencial, dijo la Rep. Wasserman Schultz. “El centro de detención de niños de Homestead ha llegado a simbolizar todo lo que está mal con la Administración Trump. Los informes de condiciones peligrosas y perjudiciales son cada vez más comunes. A partir del 1 de junio, la temporada de huracanes de 2019 ha comenzado, y ni la Administración ni la compañía que opera las instalaciones tienen un plan de evacuación de huracanes establecido. Cuando visité las instalaciones por primera vez, quedé muy sorprendida y con el corazón roto por las condiciones de las instalaciones donde están detenidos los niños, muy similares a las una prisión. Lamentablemente, esas condiciones solo han empeorado a medida que continúan metiendo a más niños en espacios ya limitados. Es hora de que la Administración comience a tomar las medidas necesarias para reubicar a estos niños, que huyen de la violencia y la pobreza, a entornos seguros donde puedan prosperar y comenzar a vivir el Sueño Americano, no la pesadilla actual fabricada por una Administración corrupta, codiciosa y despiadada. La instalación del Refugio para niños de Homestead debe cerrarse, para que podamos restaurar un gran valor de nuestro país, el de ser un refugio para inmigrantes ", dijo la Rep. Mucarsel-Powell. |
